DevTech is seeking a detail-oriented Junior Program Analyst with strong analytical and organizational skills, and communication skills to support USAID’s Bureau for Policy, Planning and Learning/Front Office/Performance Team (PPL/FO/PERF). The incumbent supports efforts to develop and operationalize agency-wide efforts to integrate Enterprise Risk Management (ERM) into programs and business operations. You support PPL’s research, policy and guidelines development for program and project management in calibrating and monitoring risks/opportunities for improved development outcomes. In this role, you will work as a member of the Performance team to strengthen engagement with the ERM Secretariat (M Bureau/Office of the Chief Financial Officer), and support PPL’s efforts to integrate ERM into the Program Cycle design, implementation, monitoring and evaluation processes.

This position requires an active Secret level security clearance. Candidates who do not meet this qualification will not be considered. 

You should have an entrepreneurial spirit and thought leadership interest to create and test new pragmatic approaches that builds on existing efforts to address inherent risks in delivering U.S. foreign aid. You will have the opportunity to help shape the change management vision, approaches and tools for USAID to embrace risk management as a “way of thinking” where risk data is used for strategic planning and resource decision making.  You should have the ability to multitask and interpersonal skills to build professional relationships across a range of Missions/Bureaus/IOs to receive feedback, learn, and adapt ERM approaches.

Under the supervision of the Performance team lead, you will undertake a range of activities to first build a strong foundational knowledge on ERM. This includes undertaking independent research on ERM best practices for integrating into policy and guidance materials, ensuring consistency with OMB requirements and relevancy to USAID’s programming overseas. Based on research and existing activities, you support the design, development, testing and implementation of new guidance, and how-to tools including on:

Assessing, identifying and prioritizing risks in the development context using a variety of methods and tools

Monitoring risks and opportunities, updating Risk Profiles and adapting programs

Monitoring risk data flow and how to use risk data for strategic planning and resource allocation decisions, and as a strategic tool for internal and external communications

Data gathering, analyzing and information dissemination on the ERM Learning Agenda in line with Collaborating, Learning and Adapting (CLA) principles 

The incumbent supports PPL’s engagement with the ERM Secretariat in developing an overall Agency strategic vision for enterprise level risk management including the development of a strategic plan, capability maturity model and rating method, implementation plan and metrics, and the ERM/DIS dashboard.


  • Undertake research on ERM including on risk assessments, monitoring and reporting, and for the development of Key Risk Indicators (KRIs) relevant for USAID.
  • Coordinate communications, outreach and information sharing with Missions/Bureaus/IOs and external stakeholders as needed, both orally and in writing.
  • Track the Agency Risk Profile and other relevant artifacts to ensure timeliness and relevance of risk treatments; and organize PPL-led working group meetings and follow up activities.
  • Establish and maintain a central PPL/Performance google drive serving as a one-stop shop for all current and archived ERM documents.
  • Coordinate preparatory activities within PPL and with the ERM Secretariat including the development of presentation materials for PPL senior leadership engagement on ERM.
  • Assist in drafting policy papers, guidance documents, reports, summaries and other documents.
  • Assist in the development of the ERM strategic plan, capability maturity model, maturity rating methods, implementation plan, and information systems (e.g., ERM Dashboard) to track and manage Agency risks.


  • US Citizenship required.
  • Current DOD Secret clearance required.
  • Master’s degree in a relevant field with 1 year of work experience or bachelor’s degree with 2 years of work experience.
  • Experience working on issues of foreign policy and development; budgeting, strategic planning, or other relevant areas as required.
  • Strong analytical skills with experience in using Excel (or other comparable tools) for data analysis and data visualization.
  • Demonstrated ability to manage complex processes involving several different stakeholders.
  • Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required.
  • Strong technology skills in remote communication platforms and in organizing/managing web-based meetings.
  • Ability to work effectively both individually and as a member of a team.
  • Must be able to plan, organize, and use time effectively.
  • Ability to handle multiple tasks simultaneously and consistently work within tight deadlines.
  • Basic knowledge of USAID, the Program Cycle, and Collaborating Learning and Adapting (CLA) principles.
  • Basic knowledge of M&E concepts, principles and standards.
