The Policy Analyst is a core technical position on the Journey to Self-Reliance (J2SR) Metrics Team, located in the Policy Office (P) of the Bureau for Policy, Planning, and Learning (PPL).  The Metrics Team manages the self-reliance metrics, a key component of the Agency’s approach to implementing the Journey to Self-Reliance, an entirely new strategic approach to how USAID partners with a country, the inter-agency, and the broader international community.  The team supports the fundamental re-orientation of strategies and programs towards better-supporting countries along their development journey, including development of key technical resources, direct analytical support to USAID Missions, and collaboration across the Agency-wide analytical community’s efforts to advance data-driven decision making.


The Policy Analyst plays a key role in the implementation of the team’s objectives, helping ensure that the self-reliance concept - specifically the use and interpretation of the metrics - is applied cohesively, consistently, and clearly Agency-wide, with a specific focus on the USAID program cycle.  This position will report to the Metrics Team Lead, with guidance and oversight from the Lead Policy Analyst.  The incumbent will be expected to work closely with offices across PPL, other Agency bureaus, missions, senior leadership, inter-agency counterparts, think tanks and other civil society organizations and other stakeholders to advance USAID and USG development policy priorities.  In the course of his/her work, the incumbent will be expected to ensure a rigorous approach, seek inputs from relevant leading experts, leverage existing expertise and data within the Agency, and translate findings into implications for the practice of development assistance planning and programming.


Duties and Responsibilities: 


Supports Agency-wide implementation of the USAID Journey to Self-Reliance approach, primarily the self-reliance metrics and related analytical resources.  Contributes substantially to the maintenance and refinement of Journey to Self-Reliance datasets. 


Produces and reviews manuals, technical guides, and other supplemental documents related to the Journey to Self-Reliance primary and secondary metrics, as well as other related data resources. 


Provides analytical support to identify key commitment, capacity, and development trends within and across USAID partner countries, including development of analytical reports and presentations to inform USAID/W and Mission-based strategic planning, project and activity design, and learning efforts.  


Evaluates available quantitative and qualitative tools to measure country progress on the Journey to Self-Reliance.  Coordinates and directs guidance to USAID Bureaus and Missions on available data resources and data analysis techniques.


Collaborates with all levels of management, other federal agencies, external stakeholders and third party indicator institutions on the development data landscape and related policy and strategic analysis findings and recommendations.


Contributes to the team’s medium- and long-term goals and planning efforts, provides program and project management support, and helps develop and implement learning, knowledge management, and process improvement within the team.


Serves as one of the Bureau's recognized experts on the analysis, interpretation, and application of socioeconomic and multi-sectoral development data as critical inputs to USAID policy-making processes and the program cycle.


Contributes to emerging policy issues and issues of cross-cutting importance, such as reviewing and advising on Agency policies and strategies, conducting research, developing presentations, and providing policy analysis on key issues.


 


Experience and Qualifications: 


  • US Citizenship required
  • Current DOD Secret clearance required
  • Master’s degree in relevant field (eg. Data Analytics/Science, Economics, International Development, Public Policy, Statistics) with five years of work experience or Bachelor’s degree with ten years of experience.
  • Experience using a wide range of quantitative and qualitative methods and data resources for measuring development progress at the global, regional, national, and sub-national levels and/or for improving complex programs, processes, and systems.
  • Strong technical skills in the use of data management and visualization software, as well as statistical packages.
  • Minimum of 3 years of relevant work experience related to global development, preferably in developing country contexts.
  • Demonstrated ability to independently plan, organize, and implement significant strategic initiatives with minimal supervision.
  • Demonstrated ability to successfully work as a proactive and resourceful team member.
  • Familiarity with international development and macroeconomic theory and empirical research techniques.  Familiarity with US government global development policies and other leading global development policy research institutions preferred.
