Position Summary: Public Financial Management Expert with expertise in national budget planning and formulation in Sudan

DevTech core practice areas include: Economic and Data Analysis, Monitoring and Evaluation, Education and Youth Development, Gender and Inclusive Development, and Public Financial Management.


DevTech is seeking applications for a local Sudanese Public Financial Management Expert with expertise in national budget planning and formulation in Sudan. This is a short-term consultancy to support an independent and objective-based USAID-funded PFM assessment in Sudan and to provide recommendations based on the findings of the assessment.


 


Minimum Requirements:


  • Experience working with or at the Budget Department of the Sudanese Ministry of Finance
  • Senior-level expertise in budget planning, budget formulation, budget execution, budget reforms, and public finance.
  • Knowledge of government spending, macroeconomic analysis, budget systems, and IMF reporting. Experience in the planning and design of public financial management (PFM)


Desired Experience:


  • Former Sudanese government staff


 


Duties & Responsibilities


  • Collect information on government spending and budget planning and formulation in Sudan, including reviewing documents and collecting statistics.
  • Identify stakeholders including government officials and representatives of donor organizations with whom the team must communicate
  • Arrange virtual meetings between our international experts and counterparts in Sudan
  • Arrange live in-Sudan meetings between team and counterparts, including government, private sector, civil society organizations, and think tanks
  • Provide advice and assistance to international experts to:


  1. Ensure their understanding of the Budgeting system in Sudan
  2. Assess and diagnose technical and non-technical aspects of Budgeting
  3. Prepare memos, reports and assessments pertaining to Budgeting system in Sudan
