DevTech has successfully managed and implemented more than 250 monitoring and evaluation activities in more than 90 countries across complicated socioeconomic contexts and non-permissive environments, including conflict and post-conflict areas. Our breadth of experience includes conducting multi-country and multi-sector evaluations including baseline, mid-term, and final evaluation data collection, performance evaluations, experimental and quasi-experimental impact evaluations, results frameworks, evaluation technical assistance, and training. DevTech’s M&E Department is a dynamic team that stresses rigor, collaborative learning, adaptation and professional development and growth that is grounded in sound quantitative and qualitative research methods.



DevTech is looking to expand its pool of short- and long-term senior evaluators to provide a broad range of technical expertise. The senior evaluator will work with the director of monitoring and evaluation to provide leadership as part of a dynamic team to provide monitoring, evaluation, research and learning technical support for DevTech’s broad range of projects and proposals. DevTech has a growing portfolio of projects funded by U.S. and global donors and is seeking experienced evaluators who can add to DevTech's evidence-based approach by designing and implementing survey and focus group research as well as baseline, midterm and impact evaluations; using data-driven approaches to demonstrate impact; incorporating gender-responsive evaluation approaches; and using evidence for adaptive management through learning and program improvement.


Illustrative Duties & Responsibilities:


  • Support the director of M&E and the team in designing and implementing high-quality, rigorous monitoring, evaluation, research, and learning.
  • Design and implement survey, key informant and focus group research as well as needs assessments, and baseline, midterm and impact evaluations as appropriate.
  • Provide assistance to HQ and project teams in developing evaluation Statements of Work (SOWs), recruiting external consultants and reviewing the quality of eternal evaluation products.
  • Lead evaluation and data collection efforts as assigned, including: data quality assurance and data management, implementation of sampling plans, development of survey and focus group protocols, development of templates, and implementation of in-house and external evaluation research.
  • Write high quality evaluation reports as appropriate and to meet donor requirements, including quantitative and qualitative data analytic products.
  • Provide high quality technical assistance to project teams for implementing rigorous quantitative and qualitative data collection methods consistent with global human subjects principles and privacy laws and standards.
  • Contribute to developing and provide training and technical assistance to internal staff and partners to build monitoring, evaluation, research and learning capacity.
  • Contribute to efforts to develop proposals, joint projects, grants and/or contracts.
  • Establish and maintain relationships with donor and international organizations as well as evaluation communities of practice in collaboration with the director of M&E to create linkages with DevTech strategies and to monitor evaluation trends.


Qualifications & Experience Requirements:

  • Master's degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.
  • 10 years’ experience in evaluation and performance management of projects preferably cross-culturally; project management; qualitative and quantitative research methods; data analysis and visualization; and/or project design.
  • Demonstrated experience or familiarity with a variety or U.S. and global donors and emerging trends in evaluation including evidence-based and learning approaches as well as global standards for evaluation (e.g., DCED or OECD standards; impact management project; social value).
  • Past experience with US Department of Defense preferred.
  • SECRET-level experience preferred.


Preferred qualifications:

  • Substantial experience, evaluation certifications or a doctoral degree demonstrating advanced expertise in research design, adaptive management, gender responsive evaluation and/or working with data preferred.
  • Ability to develop and manage a data project management database or evaluation platform.
  • Developing and validating tools and conceptually meaningful custom indicators;
  • Knowledge of different research designs, including RCTs, surveys, focus groups and elite interviewing;
